Europe Defense Spending 2025: $816.9bn Across 44 Countries

Europe spent a combined $816.9bn on defense in 2025 across 44 countries, equal to 29.8% of world military spending. The single largest spender in the region is Russia at $158.2bn. That continent-wide total is our own sum of SIPRI country-level figures, not a European total that SIPRI itself publishes.

01 How much does Europe spend on defense in 2025?

Across the 44 Europe countries SIPRI reports for 2025, total military expenditure reached $816.9bn ($816,944m). This is a spending aggregate, not the budget of a single defense actor: Europe has no common army or central military budget, and the $816.9bn is what its national governments spent individually, added together.

All figures on this page are expressed in SIPRI constant 2024 US dollars, which strip out inflation so totals can be compared across years. The 2025 figures are actual reported values; any reference elsewhere on the site to 2026 or 2027 is an estimate, not an actual, and is flagged as such.

02 The top spenders: Russia, Germany, the UK, Ukraine and France

The $816.9bn is far from evenly spread. Russia alone accounts for $158.2bn, or 19.4% of the European total — making it the data-determined largest spender in the region for 2025. Germany follows at $106.7bn (13.1%) and the United Kingdom at $88.0bn (10.8%). Ukraine ranks fourth at $77.6bn (9.5%), a factual reflection of wartime spending, ahead of France at $64.5bn (7.9%).

Each share above is that country's spending as a fraction of the $816.9bn European total. Read together, the top eight countries account for the large majority of the continent's spending, while the remaining 36 reported countries add proportionally smaller amounts. "Largest spender" here is strictly an arithmetic ranking on 2025 outlays in constant 2024 US dollars; it is not a judgment that any country is stronger, safer or better defended than another.

03 Europe's 29.8% share of world military spending

The combined $816.9bn places Europe at 29.8% of world military spending in 2025. Put differently, of every dollar spent on the world's militaries that year, close to thirty cents were spent by a European country.

This share is reported here as a data fact and nothing more. It does not assess whether that level of spending is adequate, excessive, or matched to any strategic need, and it does not rank Europe against other regions as a judgment of strength. It simply locates the summed European total within the global figure for the same year and the same constant-dollar basis.

04 How we count Europe: coverage, method, and what's excluded

SIPRI publishes military expenditure country by country, not by region. To produce a European total, we take SIPRI's 2025 figure for each Europe country it reports and add them together. Nothing is modeled, weighted, or forecast; the total is a straight sum of published country values in constant 2024 US dollars.

• Coverage — 44 Europe countries carry a 2025 figure and are included in the sum.
• Exclusions — any Europe country without a reported 2025 figure is left out, so the total is a floor rather than an all-in estimate.
• Currency basis — SIPRI constant 2024 US dollars, the same base used throughout the site.

Because the total is assembled this way, we attribute it plainly: our calculation from SIPRI country-level data, not SIPRI's own published total. That construction is also what makes the headline number checkable — it moves only when an individual country's reported spending moves, and it can be reproduced by anyone who sums the same 44 SIPRI country figures for 2025.
